These are the "abandoned buildings" in China. They are real estate projects that have been halted before completion for more than a year due to lack of funds, broken cash flow, developer insolvency, runaways, or economic disputes. Many ordinary consumers have suffered heavy losses, losing money and homes because their flats are "uncompleted ". What is more tragic is that many buyers have nowhere to go, and end up living in those uncompleted flats after having waited for years without any results.
